Developmental literacy series employing guided reading depend on the validity of their reading levels. All WINGS titles were levelled by a Reading Recovery Tutor and two independent teams of Reading Recovery Teachers in three different states.

Guided Reading levels, regardless of the process used to determine the levels, will vary in the challenge they present to individual students depending on a student’s prior experience, culture and other environmental factors. The WINGS titles were therefore arranged in 12 bands. These bands and their approximate correlation to other means of denoting levels of activity are shown in the following chart.
